In 2010, a feasibility study and design report were completed by Bruce Carscadden Architect Inc. and Professional Environmental Recreation Consultants Ltd.

Design Report

The design report included a discussion on several potential sites for an aquatic facility including the site at the South Cariboo Recreation centre (arena site), a site on Exeter Road (across from the GM dealership), 7th Street, Soccer field (across from the soccer field), Flannery Site, and a site on First Street (behind Tim Horton’s).  Through a site analysis, the South Cariboo Recreation site was identified as the preferred site for a new aquatic centre in 100 Mile House. Site explorations on the South Cariboo Recreation Centre property assessed the possible relationships between the existing ice arena and the South Cariboo Swimming pool. While looking at range of program and cost scenarios, and parking, views and solar orientation, it was determined that the site adjacent to the curling rink was the best fit, or the ‘preferred option’. 

‘Preferred Option’ for the Previously Proposed South Cariboo Swimming Pool

Four design concept options were included in the report (3 concept options were initially presented, and a 4th was developed later).  Option 4 was determined to be the ‘preferred option’. It included a compact indoor leisure pool with three lanes that is connected by a lazy river feature to a four lane lap tank. The aquatic facility is connected to the existing facility through a pergola and shared lobby, and the pool is oriented to offer views of the lake. The facility also featured a 2nd floor fitness room. 

Key Features:

  • Lap pool with 4 lanes x 25m (220 m2), depths of 1m – 3.4m and a temperature between 80 ̊ to 84 ̊
    • Options for floating iceberg (anchors to floor), Tarzan rope and diving board.
  • Leisure pool (250 m2) with a temperature between 90 ̊ to 94 ̊, and includes :
    • Ramp and stair entry.
    • Spray features.
    • Lazy river.
    • Short slide.
    • 3 walking lanes.
  • Family hot pool (15-24 m2) with a temperature of 104 ̊, accommodates a minimum of 20 people

  • Steam room or sauna (7 m2)

  • On deck viewing

Activity Spaces:

  • Fitness space (186 m2)

  • Multipurpose Space (74 m2)

Estimated Cost Analysis of the Previously Proposed South Cariboo Swimming Pool

  1. The Class C Cost Estimate completed by James Bush and Associates in 2010, included the escalated total project cost for the preferred option for the South Cariboo Swimming Pool and was $12,780,000.00 (this included soft costs, consultant costs, and factored in escalation).

  2. The Operational Cost Assessment was completed by PERC and was based on operating budgets provided by facilities of a similar size in other communities.

 

The assessment projected a yearly net expenditure of $448,700 for the South Cariboo Swimming Pool.

  1. Total expenditures/ Operational costs: $666,700

  2. Total Revenue $218,000

  3. Net Expenditures/ taxation: $448,700

  4. Recovery Rate: 33%
